All you need is an Apple ID. To download apps, sign in with your Apple ID—choose Store Sign In, or click Sign In at the bottom of the sidebar. If you don’t have an Apple ID yet, click Sign In, then click Create Apple ID. If you have an Apple ID but don’t remember your password, click Forgot to recover it.
If you are having trouble downloading apps from the app store and receive error: 'Failed to Download, Use the Purchases Page to Try Again', do the following steps to resolve the issue:

1) Close App Store.
2) Open terminal and run: open $TMPDIR../C/
3) Delete folder: 'com.apple.appstore.'

4) If FCP file exists in the applications folder - delete that too.

5) Launch App Store

6) Restart downloads.
This worked for me.
I thought I would pass this along in-case anyone else experiences the same issue.
